About Overton Parish Council
The Parish Council acts as a link between the village and other governing bodies. It represents the views of the community and advocates on their behalf.
Overton Parish is one of 51 parishes that make up the borough of Basingstoke and Deane. We sit in Whitchurch, Overton and Laverstoke Ward, represented by three borough councillors: Cllr Chloe Ashfield, Cllr Colin Phillimore and Cllr Karen Watts.
We are also in the Candovers Division of Hampshire County Council, represented by Cllr Juliet Henderson.
Our vision
A place that remains a rural village surrounded by open countryside, where the natural environment is protected and enhanced.
Growth has not undermined the landscape and has preserved the essential character of the Parish, maintaining important views into and from the countryside.
The sense of community has not been diminished and commercial activity has expanded on the back of the growth. The historic centre remains the hub of the community offering a diverse choice of retail and hospitality opportunities to locals and visitors alike.
Our mission
To fulfil the duties and responsibilities of a parish council whilst promoting the interests of the parishioners by communicating efficiently using public consultation and co-operation with other government bodies and community organisations to provide services and facilities.
In addition, the council will protect Overton’s heritage and the rural village environment while being mindful of future opportunities. It will nurture a strong community spirit and promote culture, leisure and sports opportunities to foster the health and well-being of the parishioners.
Our strategy
Our latest strategy outlines our priorities and action plan for the period April 2025–March 2027. It serves as a roadmap for decision-making and resource allocation to ensure the community’s needs are met effectively.
Our four key priorities and objectives are:
Infrastructure & Environment: Improve green spaces, and promote sustainability initiatives. Lobby the local authority to improve local roads.
- To help to maintain, enhance and improve access to the countryside around Overton, champion the improvement of biodiversity and support the work of local environmental protection and sustainability groups in the parish.
- To promote active travel generally and continue to pursue improvements at, and access to, Overton Railway Station
Community Wellbeing: Enhance health, safety, and leisure facilities.
- To improve the facilities at the recreation grounds managed/owned by Overton Parish Council.
- To work to improve all other amenities within the village including open/green spaces and village halls.
- To support the work of clubs, societies and cultural activities in the village
Economic Development: Support local businesses and employment opportunities.
- To improve the commercial heart of the village with regard to enhancing its look, feel and encourage the use of and support local businesses.
- To expand commercial activity through increased liaison with businesses and those that represent them.
Governance & Engagement: Increase transparency and public participation in Overton Parish Council business.
- To operate in a transparent, accountable, and lawful manner providing access to the key documents and policies that ensure we meet our statutory duties and uphold high standards in public service.
Our Parish hamlets
While the majority of our Parish residents live within the village boundaries the civil parish also has a number of hamlets that form an important part of the community and a link to the history of the area as they primarily grew up around farms.

Meet us

Should you wish to contact the Parish Council, please do so, in the first instance, via Shelly, our Clerk.
The Clerk is the ‘proper officer’ of the Parish Council and is responsible for preparing agendas, attending meetings, minutes and accounts. As such she is in a position to know most things.
When the office is open, you can visit Shelly in person – she’ll be happy to chat with you.

Become a councillor
Overton Parish can have up to 12 councillors. Councillors are formally elected every four years and the next election is in May 2027. If you would you like to join us and help to influence the decisions made on behalf of your local community, please contact the Clerk for further information.
