Public Time explained
At each of our official monthly Parish Council meetings, members of the public are permitted to speak during ‘Public Time’ on a subject relating to the Parish for a maximum of three minutes.
Your intention to speak should be noted before the start of the meeting on the register provided at the venue.
Public Time is held at the beginning of the meeting. A speaker is permitted to leave after having said their piece, or can stay for the duration of the meeting.
The terms of Public Time, will be read verbatim at the beginning of the meeting in compliance with the regulations set out by the Local Government Act 1972.
The Terms of Public Time
This is your opportunity to give your opinion on a matter relating to the parish, be it related to an agenda item or a general comment on how the parish might benefit from possible change.
The three minutes allocated time should be used to focus solely on the item you wish to present.
There should be no general comments about other members of the community. Be it in reference to their perceived actions or inactions.
Speakers should be courteous and polite, it is not a section for debate.
The Parish Council reserve the right to ask questions if they so choose. Other than that it will be a simple opportunity to speak in front of the Parish Council.
If you wish to speak then you should have ticked the box next to your name on the sign in sheet as you came in.
We understand the acoustics in this hall are not always the best. If you are having trouble hearing please raise your hand and we will endeavour to move you to a chair that is closer.
So, to recap:
- If you wish to speak in Public Time you need to have indicated your wish on this sheet.
- You also need to stay within the guidelines that have just been read out.
- This Parish Council meeting is a meeting held in public, not a public meeting.
- We may ask questions of Borough or County Councillors or members of the public, but it is not a debating session.
